The HTML meta description tag is a hidden HTML tag, meaning users will not be able to see it's content unless they view the source. The initial idea behind the meta description tag was that it would be used by webmaster to describe their page. It was easy for search engines to just read the meta description and score a site according not having to deal with all the HTML and scripts. The problem that arose was Spam, Spam and some more Spam. Webmaster massively spammed the meta tag. This is the reason that Google no longer gives any weight to the meta description tag. So stuffing your in the hope of ranking high in Google is well a wast of time.
So what can we use the meta description for?
The meta description tag serves little use if you need to generate lots of traffic. Google is the big traffic bringer these days if we like it or not and they do little to nothing with the meta description. Using the site: command will display your meta description. We only use the meta cause its easy to implement in the cms system combined with the smarty template system. To be honest I voted to remove the tag.
